William L. Freeman is a United Methodist minister.   He was ordained an elder in The East Ohio Conference of The United Methodist Church and served as associate pastor and pastor in Ohio.  Billl has been appointed by the bishop of the Tennessee Conference of The United Methodist Church since 1998 a staff person for the Conference Council on Ministries. 

He serves part-time as The Coordinator of Information Systems for The Tennessee Annual Conference in Nashville, Tennessee and is part of the program staff of the CCOM under the direction of Rev. Randall Ganues, Executive Director.

As Coordinator of Information Systems, he is responsible for developing and enhancing electronic systems that encompass and support all aspects and ministries of The Tennessee Annual Conference Council of Ministries, seven districts offices and the Episcopal Office.  In addition, he consults with other conference entities in supportive efforts to coordinating database systems, communication solutions, computer equipment, networks and training.  Bill also established special relationships for United Methodists with major national computer retailers, enabling churches to purchase at special coporate pricing.

Bill also owns his own an electronic consulting firm that focuses on helping local churches.  Church Technology Services Consulting (CTS) permits him to maintain his long-term commitment to local church ministries.

Bill offers on-site computer repair, networking services: including cabling and troubleshooting.  He also consults with denominational offices and religious leaders to help design, select and implement appropriate technology solutions and strategies that enhance and improve their ministry efforts.

Since 1985 he has helped churches, districts and conference with administration software systems, hardware,  networks, and  WEB publishing, collaborative Intranet, ASP and new technologies to advance the churches' outreach through technologies .  Bill focuses on the specific needs and desires of each church or organization.   Proposals support effective and cost effective  e-Ministries, communications and connectivity options.

Prior to his staff position at the Tennessee Annual Conference, Freeman worked for 20 years for The United Methodist Publishing House at three different locations.

In 1978 he was in Dayton, Ohio and served as the Northern District Manager of Cokesbury Bookstores.  He was responsible for 18 retail stores that covered approximately one-third of the nation.

In 1985, he was selected to help begin the new Electronic Publishing Department of The United Methodist Publishing House located in Park Ridge, Illinois with Anthony J. Tolbert, III.  He became directly involved with the initiation, design, marketing and sales of the nation's leading and largest selling selection of administrative software systems for churches, districts and conferences,  including: UMIS/Plus, PCIS, ECIS, TBIS, ICIS, ICIS for Lutherans, DIS,  UMIS/DS, CCIS, The Shepherd’s Staff, and Shelby Systems.

While in Park Ridge and later in  Nashville, Tennessee,

  • He also partnered marketing alliances with major software vendors and developed national account status with Corel, Microsoft, and other major suppliers and software developers that offer software and hardware for the church market. 
  • As national sales manager and director of Church Management Systems for Cokesbury he initiated and oversaw the nationwide direct sales efforts of 35+ marketing representatives.
  • Created a national user training program with onsite, regional group training seminars.
  • A state-of-the-art computer training center with customized instructional materials and certified trainers for users of all above mentioned systems.
  • He led the UMPH in the design, development and marketing of the first official denominational software products produced by Cokesbury for:
  • The Presbyterian Publishing House,
  • The Christian Church (Disciples of Christ),
  • The United Methodist Church, including: UMIS/Plus, The United Methodist Hymnal (The World's First Electronic Hymnal) , The Book of Worship, and The Book of Discipline and Judicial Decisions.

Additionally, Bill has personally consulted with hundreds of churches throughout the nation, United Methodist bishops, cabinets and council directors in more than 15 annual conferences, and has worked with approximately 250 district offices, nationally.  He has been the featured speaker, panel participant, facilitator, planner, and instructor at numerous events, including:
